Digital Lending for DepEd teachers
China Bank Savings (CBS), PLDT Enterprise, and Samsung Electronics Philippines have partnered to bring digital lending for DepEd teachers and employees nationwide through a digitally enabled field-based lending model.
The initiative equips CBS field-based Automatic Payroll Deduction (APD) teams with the APD Smart App, an internal digital origination platform, running on Samsung mobile devices with Smart connectivity. This allows CBS personnel to facilitate loan applications directly in schools, DepEd offices, and other field locations across the country.

By bringing together mobile technology, connectivity, and CBS’ digital platform, this collaboration can help bring banking services closer to educators,” said Roman Han, President of Samsung Electronics Philippines.
Samsung provided the mobile devices that enable CBS APD field personnel to access the app in the field and hosted the contract signing at its Science Hub Tower 4 offices in McKinley Hill, marking the formal start of the collaboration.

First DepEd-accredited digital APD initiative
CBS is the first DepEd-accredited Private Lending Institution (PLI) to receive DepEd approval for this specific digital APD initiative through the APD Smart App — a milestone that reinforces the significance of the partnership beyond connectivity and devices.
“Serving our customers well means giving our people the ability to respond to them wherever they may be. This mobility initiative gives our lending teams greater flexibility to work in the field while supporting our efforts to make financial services more accessible to DepEd teachers,” said James Christian Dee, President of China Bank Savings.
The latest engagement builds on a relationship between CBS and PLDT Enterprise that began in 2007, a partnership that has evolved to support the bank’s growing digital needs. In a related initiative, PLDT Enterprise has been extending similar connectivity and digital backbone solutions to financial institutions nationwide.
