Alibaba has launched Qwen Intelligence, a full-stack agentic platform that hands smartphone makers the models, tooling, and agents to build AI-first devices. The company introduced it at the Apsara Conference in Hangzhou, with HONOR confirmed as the first partner to adopt the platform.
The pitch is straightforward: rather than porting a general-purpose model onto a phone, manufacturers get a Qwen foundation model tuned for mobile use, a customizable platform layer, and agents that can already plan and act.
“Agentic smartphones are the primary gateway bridging personal AI and the physical world. Qwen Intelligence integrates mobile-optimized Qwen models with a custom-engineered harness, empowering phone makers to deliver seamless, personal intelligence to their users,” said Steven Hoi, Head of Qwen Mobile AI at Token Foundry and Vice President of Alibaba Token Hub (ATH).
Three agents ready to work
The platform opens with three agents. The Mobile Planner Agent handles planning, task decomposition, tool orchestration, and dynamic adjustment. Ask it to arrange a business trip to Shanghai on Monday and it breaks the job into booking flights, reserving a hotel, creating calendar events, and planning the itinerary. If a flight is cancelled, memory and proactive services step in with rebooking and alternatives.
The Mobile-Use Agent works across apps through a hybrid API-first, GUI-fallback model, enforcing security boundaries and privacy protection. The Mobile Creative Agent is a lightweight model built for image generation and editing on the phone. Alibaba says a personalized memory service, multimodal interaction, and vertical agents from ecosystem partners are in the pipeline.
How the stack is built
The architecture has three layers. A Qwen-based foundation model sits at the base, optimized for mobile scenarios and cheaper to run on-device than a general-purpose model. The middle platform layer is modular: independent model deployment, harness customization, unified tool governance, and automated evaluation, with device-cloud coordination balancing performance, latency, and cost. On top, premium agents package capabilities for vertical domain needs. Phone makers can take the whole stack or select individual modules and integrate them into their own systems.
Qwen Intelligence on HONOR phones
HONOR and Alibaba co-developed domain-specific models and solutions for next-generation AI smartphones. Built on the platform and HONOR’s MagicOS, the collaboration pushes devices from passive responders into proactive, intuitive service providers. Alibaba says HONOR AI smartphones reach a task accuracy rate of up to 91.8% and can orchestrate complex flows exceeding 100 steps.
The HONOR Magic9 Series, set to launch globally on September 28, and the HONOR Robot Phone will be the first devices carrying Qwen Intelligence. GP has documented the Robot Phone’s gimbal camera and the Magic V6 from Tokyo Game Show 2026.
Measuring agentic phones
Alibaba’s team also built an open evaluation system of four benchmarks, since the industry still lacks a systematic way to test agents in real mobile scenarios. MobilePA-Bench covers more than 1,000 real-scenario tasks and over 200 commonly used mobile tools, while other benchmarks test long-horizon, cross-app tasks in cloud-phone environments and real-device tasks that mirror everyday usage distributions.
Qwen Intelligence is available on its official website and through services on Alibaba Cloud. For Philippine buyers, the first hands-on test of the platform will arrive with HONOR’s next flagship launch.
