Meta, the parent company of Facebook and Instagram, will establish an office in the Philippines to improve communication with government agencies seeking the immediate removal of harmful online posts.
National Bureau of Investigation Director Melvin Matibag announced the planned office after Philippine officials met with Meta’s regional executives at the company’s Asia-Pacific headquarters in Singapore last week. The delegation included Information and Communications Technology Secretary Henry Aguda, Cybercrime Investigation and Coordinating Center executive director Aboy Paraiso, and representatives from Congress, the Department of Education, the National Telecommunications Commission and the National Privacy Commission.
As per Matibag, Meta has committed to sharing information and data to help the government address nihilistic violent extremism, which officials identified as a factor in the school shootings in Tacloban City in June and Zamboanga City in August.
The move is also intended to shorten the time needed to report and remove dangerous content. Paraiso previously said Meta took seven to nine minutes to remove a livestreamed video of the Zamboanga school shooting posted by the suspect. The government said it took five minutes to report the video because its monitoring system had not immediately flagged it.
Matibag also asked Meta to assist in pursuing accounts involved in slander and the spread of fake news. He warned that individuals responsible for such activity would no longer be able to hide behind Facebook and Meta platforms.
Privacy Safeguards for Verification
The planned cooperation will include discussions on integrating Meta’s user-verification process with the Philippine Identification System. Paraiso assured the public that Meta would not receive access to personal information stored in the government’s National ID database.
Under the proposed arrangement, an application programming interface will allow Meta to ask the Philippine Statistics Authority whether an identification or reference number matches its records. The agency would confirm only whether the information matches, while personal data would remain with the government.
The approach seeks to strengthen online accountability while protecting user privacy. The integration was also discussed as part of measures to protect children from inappropriate content and anonymous accounts.
Broader Child-Safety Efforts
The government is applying a platform-by-platform approach to online safety. Aguda said officials are also preparing to meet Discord executives to discuss protections for minors, although no date was provided.
