The Cybercrime Investigation and Coordinating Center (CICC) has given Reddit and Discord 24 hours to set up a local office in the Philippines or risk having their platforms restricted or blocked for Filipino users. The order was sent in separate letters to both companies on Monday.
The directive follows a string of school shootings linked to online networks accused of grooming children into committing violence. The most recent happened on September 18 at Banga National High School in South Cotabato, the country’s third school shooting since June.
What CICC Is Demanding
CICC wants both platforms to appoint a resident agent in the Philippines that would handle legal jurisdiction locally and speed up coordination with Philippine law enforcement whenever incidents trace back to activity on Reddit or Discord.
The two platforms were also told to submit written implementation plans. These need to cover their age-verification systems, their rapid-response mechanisms, and the measures they have in place against child sexual abuse material and violent content.
Accountability, Not Policing
CICC Executive Director Renato Paraiso framed the order as a matter of reachability rather than content moderation on the government’s behalf.
“We are not asking platforms to police the internet for the government but to be reachable, accountable, and responsive when activities on their platforms put Filipino children and communities at risk,” Paraiso said.
Missing the 24-hour deadline could lead Philippine authorities to restrict the platforms’ operations or block user access altogether.
A Pattern Investigators Are Watching
Investigators have flagged a broader pattern behind the recent shootings: online communities increasingly used for child grooming, radicalization, and the spread of nihilistic violent extremism. Banga National High School marks the third such incident since June, prompting the government to treat platform accountability as an urgent, not routine, matter.
What a Potential Ban Could Mean for Filipino Users
Discord has become a default communication tool for many Filipino gaming communities, esports teams, and online study groups, who use its servers for voice chat, scheduling, and file sharing. A ban would push these communities to migrate to alternatives, disrupting groups that have built years of history, moderation systems, and member bases on the platform.
Reddit, for its part, functions as a research and reference tool for many Filipinos, from students gathering perspectives on niche topics to professionals following industry-specific subreddits. Losing access would cut off a source many rely on for crowd-sourced troubleshooting, market sentiment, and community-driven knowledge.
Businesses are also in the mix. Some Philippine-based developers, indie game studios, and online sellers use Discord servers to run customer support channels, beta-testing communities, or client groups, since it costs nothing to set up and keeps conversations organized by channel. A block would force these operations to rebuild their community infrastructure elsewhere, likely with a learning curve for both the business and its existing members.
None of this is guaranteed to happen yet. The 24-hour deadline is meant to compel compliance, not necessarily trigger an immediate shutdown, and how strictly “restrict operations” would be enforced in practice remains unclear.
Wider Talks With Tech Platforms
The Department of Foreign Affairs has also been tasked to open broader discussions with tech companies, including Meta, Discord, and Reddit, on combating digital threats to children.
