A Senate inquiry on Tuesday uncovers the country’s struggling digitalization efforts, revealing technical mismanagement and delays plaguing the eGov PH Super App and the National ID system.
Senate: eGov App Outage “Unacceptable.”
During a hearing by the Committee on Science and Technology, senators highlighted significant issues with the eGov PH app, described as a “one-stop shop” for citizens, which suffers from outages and integration failures.
Highlighted problems, in simple terms, were a lack of budget, systems being overwhelmed, and delayed communication between the government agencies involved.

Lawmakers criticized the Department of Information and Communications Technology (DICT) for the obvious gap between the government’s digital goals and the app’s unreliable performance. They raised concerns about a potentially rushed deployment without proper testing. Additionally, issues with the National ID (PhilSys) were uncovered, revealing that synchronization failures between the Philippine Statistics Authority and DICT have left millions without functional digital identities, hindering access to essential services.

As the session concluded, the panel signaled that the “birth pains” excuse is no longer acceptable. The Senate has now demanded a full audit of the project’s technical architecture, warning that the digital transformation project is teetering on the edge of total failure.
