The PH telco sector is poised for a major overhaul and a significant inflow of foreign capital following the release of the implementing rules and regulations (IRR) for the Konektadong Pinoy Act (Open Access in Data Transmission Act) on Wednesday, November 5, 2025.

Konektadong Pinoy Act – A Much-Needed Telecoms Overhaul

Department of Information and Communications Technology (DICT) Secretary Henry Rhoel R. Aguda announced that the government anticipates a surge in new investments, with six to seven foreign companies already planning to enter the market. He noted that two of these reputable players are expected to mobilize quickly, focusing on providing mobile, satellite, and primarily fiber optic infrastructure.

The law is designed to streamline licensing processes and foster competition by allowing Data Transmission Industry Participants (DTIPs) to build and operate networks without needing a legislative franchise, while also promoting infrastructure sharing. Secretary Aguda stressed that achieving the national goal of expanding connectivity to 100,000 cell sites and full fiberization would require substantial annual investments, estimating a minimum of USD 1 billion to USD 1.5 billion per year.

The DICT chief anticipates that the increased competition will lead to further reductions in internet prices and a marked improvement in service quality nationwide. While incumbent players, such as PLDT Chairman Manuel V. Pangilinan, are evaluating the new regulatory landscape, industry groups view the law as providing the necessary policy direction and predictability to attract capital into underserved areas. The IRR will take effect 15 days after its publication.
