It looks like Google might be experimenting with offering 4K quality videos on YouTube to be offered only for YouTube Premium as revealed by Redditor Ihatesmokealarms.
The Redditor posted a screenshot of the YouTube app where the 4K or 2160p video option accompanied by “Premium – Tap to upgrade” right below it. It was clarified in the comment section that his/her app is set in the US, so it could be a feature that the company is testing in the home market for now.
Currently, YouTube Premium is priced in the Philippines at PHP 159 per month. If this makes it out of the experimental phase, sadly, users that have 4K smart TVs may be forced to subscribe to Premium to maximize their 4K smart TVs, assuming they do watch it there. Unless, of course, they can live with watching videos up to 1440p/1080p, depending on the video, on a 4K smart TV.
