Earlier today, Philippine President Ferdinand Marcos Jr. signed Republic Act No. 11934, the SIM Card Registration Act into law. There’s been more information on what you’ll need and the law itself.

Q: When will the IRR for the SIM Card Registration Act be Made?

It was revealed that the Implementing Rules and Regulations (IRR) will be crafted by the National Telecommunications Commission (NTC) within 60 days of it being signed into law.

The NTC will be working with the Cybercrime Investigation and Coordinating Center (CICC) and the National Privacy Commission (NPC). It will also be done under the supervision of the Department of Information and Communications Technology (DICT).

The new law will require users to fill up a form and present a valid government ID/document to public telecommunication entities (PTE).

Q: What information will you need to give?

  • Full name
  • Complete address
  • Date of birth
  • Sex
  • Cellphone number of the SIM card
  • Serial number of the SIM Card

Q: What valid documents and IDs can you present?

  • Driver’s License
  • Philippine National ID
  • SSS/GSIS Card
  • UMID Card
  • Passport
  • Voter’s ID
  • TIN ID
  • PRC ID
  • IBP ID
  • OWWA ID
  • Government Office ID
  • PWD Card
  • Senior Citizen’s Card
  • Firearms License
  • NBI Clearance
  • Police Clearance
  • School ID (for minors)

For foreigners and tourists that want to get themselves a SIM card, here are some personal information and documentation

  • Return or departure ticket (for tourists)
  • Passport
  • Proof of address in the Philippines
  • Alien Employment Permit
  • Alien Certificate of Registration ID
  • School registration ID (for students)
  • Other pertinent documents

Note that for tourists, SIM cards are valid only for 30 days.
